Who We Are and What We Are About

The Power-line Landowners Alliance (the Alliance) is an unincorporated association of citizens and nonprofit organizations determined to prevent the construction of a 500-kV electric transmission line (the Power Line) proposed by Virginia Electric and Power Company (subsidiary of Dominion Resources, Inc.) through Fauquier, Rappahannock, Culpeper, and Prince William Counties of Virginia. The Alliance believes that the need for the Power Line has not been demonstrated and that any such line in historically sensitive and scenic Northern Virginia should be placed underground. The Alliance believes that, among other problems, the currently proposed route for the Power Line will be extraordinarily and unnecessarily burdensome to landowners along the route and that the route should be denied.

The Alliance has retained counsel to represent the Alliance before the Virginia State Corporation Commission (SCC) in order to present evidence of the unsuitability of the proposed route of the Power Line.

The Alliance will develop evidence of the true cost that will be imposed on landowners along the route of the Power Line and incurred by Dominion and rate payers.

The PLA fully endorses the cases presented to the SCC by the Piedmont Environmental Council (PEC) and others who oppose the Power Line.

The following individuals and groups are eligible for membership in the Alliance:

  • All landowners who will be subjected to the proposed Power Line on their property.

  • Landowners whose property will be adversely affected by the proposed Power Line.

  • Others, including organizations, who support the landowners impacted by the proposed Power Line and who support the goals and activities of the Alliance.

Inasmuch as the SCC requires expert evidence and that intervening parties be represented by counsel, contributions will be required for individual and organization members of the Alliance.

The Alliance will work with the Rappahannock League for Environmental Protection (RLEP), Concerned Culpeper Citizens (CCC), and other groups to facilitate organization, administration, and education within the affected counties. The affairs of the Alliance will be managed by a Board of Directors. The Board consists of the following members of the Alliance:

Directors shall be members of the Alliance and may be added to or removed from the Board by a majority of directors. The Board shall maintain one director designated as Budget Officer to coordinate financial arrangements with RLEP, which shall be the fiscal agent maintaining the financial records of the Alliance and expending funds on its behalf. The Alliance Board shall also designate a Board Chair, Secretary, and a principal liaison with legal counsel.

Actions taken by the Alliance will include public statements, expenditures, retention of counsel and technical experts, and the submission of evidence to the SCC.
